Sejumlah proyek infrastruktur berhasil dibangun Presiden Joko Widodo dalam 10 tahun masa pemerintahannya. Sebut saja ada Tol Trans Sumatera, LRT Jabodebek hingga Kereta Cepat Jakarta-Bandung Whoosh.
Namun ada satu mega proyek prestisius yang berhasil dibangun Jokowi. Proyek ini dulu dianggap mustahil untuk dibangun, namun di tangan Jokowi ternyata bisa. Proyek itu adalah Jalan Trans-Papua.
Jalan Trans-Papua masuk ke dalam Proyek Strategis Nasional (PSN) dan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2020-2024. Ketika dicanangkan pembangunan pada 2015, Jalan Trans-Papua memiliki panjang total 3.535 Km yang terbagi di dua provinsi yakni di Provinsi Papua sepanjang 2.465 Km dan Papua Barat sepanjang 1.070 Km.
Dalam dokumen berjudul “Jalan di Indonesia: dari Sabang Sampai Merauke” yang disusun tim peneliti Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), tujuan pembangunan Jalan Trans-Papua adalah untuk meningkatkan kesejahteraan masyarakat Papua, dengan meningkatkan akses serta konektivitas antar wilayah sehingga dapat membuka daerah yang terisolasi.
Sejak akhir 2017, Jalan Trans-Papua di Papua Barat sepanjang 1.070,62 Km telah terhubung seluruhnya. Ruas Trans Papua Barat terbagi menjadi dua segmen masing-masing yaitu segmen I Sorong – Maybrat – Manokwari (594,81 Km) dan segmen II Manokwari – Mameh – Wasior – Batas Provinsi Papua (475,81 Km). Kedua segmen Trans Papua tersebut bisa dilalui dengan waktu tempuh sekitar 36 jam.
Sementara itu, pada 2018 Jalan Trans Papua sudah berhasil tembus Merauke – Boven Digoel sepanjang 430 Km. Secara keseluruhan selama pemerintahan Jokowi telah sukses membangun Jalan Trans-Papua sepanjang lebih dari 3.446 km. Rinciannya dengan kondisi teraspal sepanjang 1.733 km, belum teraspal 1.712 km, dan belum tembus 16 km.
Pada 2024 ini, Ditjen Bina Marga Kementerian PUPR tengah fokus untuk menyelesaikan ruas Jayapura-Wamena sepanjang 575 Km melewati 2 kabupaten yaitu Keerom dan Yalimo. Selain itu, PUPR juga berhasil melakukan Penandatanganan Perjanjian Proyek Kerjasama Pemerintah dengan Badan Usaha (KPBU) untuk Pembangunan Jalan Trans Papua Ruas Jayapura-Wamena Segmen Mamberamo-Elelim sepanjang 50,14 Km di Provinsi Papua Pegunungan pada Juli 2024 lalu.
Proyek Trans-Papua itu dikerjakan oleh pemerintah bersama dengan PT Hutama Mambelim Trans Papua (HMTP) dengan nilai investasi mencapai Rp 3,3 triliun. HMTP merupakan konsorsium antara PT Hutama Karya (Persero) dan PT Hutama Karya Infrastruktur (HKI).
Dalam pembangunan Jalan Trans Papua, Ditjen Bina Marga Kementerian PUPR menghadapi tantangan kondisi alam berupa kontur pegunungan, beberapa titik yang tingkat kemiringan jalannya ekstrem, aspek geometrik jalan, hingga daerah longsoran serta grade yang masih terlalu besar. Penanganan pembangunan Trans-Papua dilakukan dengan sistem kerja 3 shift.
Dampak dari adanya proyek Jalan Trans Papua mulai dirasakan masyarakat Papua dan Papua Barat. Misalnya konektivitas menuju kawasan pariwisata di Papua Barat mulai terbuka.
Kepala Balai Pelaksanaan Jalan Nasional (BPJN) Papua Barat, Mauluddin Said mengungkapkan ruas Jalan Nasional yang ditangani oleh BPJN Papua Barat terdapat 49 ruas, dengan total panjang 1.335,29 Km.
“Pola penanganan dibagi menjadi dua segmen, Segmen I itu dari kota Sorong ke Manokwari dengan panjang 547,81 Km, 537,1 Km dengan perkerasan lentur (aspal) dan perkerasan kaku (rigit/beton) 10 Km dengan permukaan jalan sirtu (material selektif). Sementara disegmen II dari Manokwari sampai ke perbatasan Papua Parat dengan Papua Tengah sekitar 524 Km dengan kondisi jalan sudah beraspal sepanjang 414,85 Km, 109,10 Km merupakan areal HPH (Hak Pengusaha Hutan) yang masih produksi,” ungkap Mauluddin dikutip dari keterangan Kementerian PUPR, Rabu (23/10/2024).
Kedua Segmen ruas Jalan Nasional ini melintasi beberapa tempat wisata yang berada di Provinsi Papua Barat, antara lain Danau Anggi di Pegunungan Arfak, Gunung Botak di Manokwari, Teluk Cenderawasih di Wasior, dan Teluk Triton di Kaimana. Sedangkan di Papua Barat Daya terdapat Raja Ampat di Sorong), Puncak Petik Bintang dan Danau Framu di Maybrat.
Mauluddin menjelaskan bahwa salah satu wisata yang menarik di Negeri Cendrawasih yaitu Gunung Botak Manokwari. Wisata ini seperti berada dalam teluk dikelilingi dengan daerah-daerah perbukitan, dan tempat yang begitu jernih dan alamiah, serta didukung dengan akses jalan yang sudah teraspal dengan kemantapan sudah 86 persen per saat ini, dan diprediksikan per 31 Desember 2023 kondisi mantap mencapai 89 persen.
“Gunung Botak itu terdapat di KM 147 dari Manokwari. Disebut Gunung Botak oleh masyarakat, karena memang daerahnya tandus gersang, dan kondisi tanah materialnya batuan lapukan, jadi memang sulit tanaman untuk tumbuh disekitarnya. Namun tempatnya indah sekali, lebih indah dari Labuan Bajo,” ujarnya.
Tak kalah unik dengan wisata Gunung Botak, di Pegunungan Arfak terdapat dua danau yang menarik untuk dikunjungi, yaitu Danau Anggi Giji biasa dikenal dengan nama Danau Laki-Laki serta Danau Anggi Gida yang sering disebut Danau Perempuan.
Akses jalan ke danau tersebut sudah beraspal sepanjang 41,11 Km serta jembatan dengan total tujuh jembatan sepanjang ruas Warmare – Manyambouw – Anggi, dengan waktu tempuh sekitar 2 jam dari yang sebelumnya 5-6 jam dari Manokwari.
Sebagai referensi menarik lainnya untuk wisata yang sudah dibuka akses jalannya sepanjang 500 Km, yaitu wisata Negeri di Atas Awan atau biasa dikenal dengan Puncak Petik Bintang.
