Per 1 Januari 2025 mendatang, ada perubahan tarif Pajak Pertambahan Nilai (PPN) menjadi 12%. Namun apakah transaksi menggunakan QRIS dikenakan pajak serupa?
Mengutip keterangan dari Instagram Bank Indonesia (BI), Kamis (26/12/2024), tarif baru ini berlaku sama untuk semua jenis transaksi, baik tunai maupun non-tunai. Namun, PPN yang dikenakan ke konsumen hanya PPN barang/jasa yang dibeli di mana tidak ada PPN lagi atas transaksi menggunakan QRIS ataupun pembayaran non tunai lainnya.
“PPN hanya dihitung dari biaya layanan (service fee) yang dikenakan oleh Penyedia Jasa Pembayaran (PJP) kepada merchant, termasuk Merchant Discount Rate (MDR). PPN ini tidak dikenakan kepada konsumen, sebagaimana yang sudah berlaku selama ini,” ujar BI dalam akun Instagramnya @bank_indonesia.
Mengingat Bank Indonesia telah memberlakukan MDR QRIS 0% sejak 1 Desember 2024 untuk transaksi sampai dengan Rp500.000 pada merchant Usaha Mikro (UMI), maka PPN atas MDR transaksi tersebut adalah R p0 (nol Rupiah).
“Dengan kebijakan ini, pelaku Usaha Mikro (UMI) tidak mendapat tambahan beban dan Sobat bisa tetap #BeriMakna pakai QRIS,” tambah BI.
Sebelumnya, PPN akan segera dinaikan 1% dari 11% menjadi 12% pada 1 Januari 2025 mendatang. Meski ada kenaikan, Direktorat Jenderal Pajak (DJP) Kementerian Keuangan menegaskan hal ini tidak berpengaruh karena dampak inflasi yang terbilang rendah atas kenaikan PPN.
Direktur Penyuluhan, Pelayanan dan Hubungan Masyarakat DJP Dwi Astuti mengungkapkan berdasarkan hitungan Pemerintah, inflasi saat ini rendah di angka 1,6%.
“Dampak kenaikan PPN 11% menjadi 12% adalah 0,2%. Inflasi akan tetap dijaga rendah sesuai target APBN 2025 di kisaran 1,5%-3,5%,” papar Dwi dalam pernyataan resminya, dikutip Selasa lalu.
“Dengan demikian, kenaikan PPN dari 11% menjadi 12% tidak menurunkan daya beli masyarakat secara signifikan,” tegasnya.
Dwi pun mengungkapkan, melihat kembali kenaikan tarif PPN dari 10% menjadi 11% pada 1 April 2022 tidak menyebabkan lonjakan harga barang/jasa dan tergerusnya daya beli masyarakat.
“Berkaca pada periode kenaikan PPN dari 10% menjadi 11% pada tahun 2022, dampak terhadap inflasi dan daya beli tidak signifikan,” ungkapnya.
Namun, bertolak belakang dari pemerintah, pengusaha dan bankir masih melihat PPN 12% akan berpengaruh pada daya beli masyarakat. Direktur Kepatuhan PT Bank Oke Indonesia Tbk. (DNAR) Efdinal Alamsyah mengatakan dari sisi konsumen, kenaikan PPN bakal meningkatkan harga barang dan jasa, lantas menekan daya beli masyarakat. Ini kemudian bisa mengurangi permintaan kredit konsumer.
“Hal ini berpotensi mengurangi permintaan kredit konsumer, seperti KPR (Kredit Pemilikan Rumah), KKB (Kredit Kendaraan Bermotor), atau pinjaman lainnya,” ujar Efdinal saat dihubungi CNBC Indonesia, pekan lalu.
Sementara itu Executive Vice President Consumer Loan PT Bank Central Asia Tbk. (BBCA), Welly Yandoko menilai kenaikan PPN bakal jadi tantangan khususnya bagi penjualan property primary di tahun 2025.
“Tantangan ini diperkirakan terjadi dari 2 sisi, di sisi developer akan adanya kenaikan harga properti karena bahan bangunan, di sisi lain kondisi ekonomi dalam ketidakpastian, yang tentunya berdampak pada daya beli masyarakat,” tuturnya saat dihubungi CNBC Indonesia di pekan yang sama.
